DTI Releases 3 New ECQ-Related Memorandum Circulars

  • On 11 April 2020, the Department of Trade and Industry (DTI) issued Memorandum Circular (MC) No. 20-14 allowing BPO companies, export enterprises, and their service providers to continue operations during the Enhanced Community Quarantine.

  • On 11 April 2020, the DTI issued MC No. 20-15. This extends the operation hours of authorized retail establishments for up to a maximum of 12 hours.

  • On 13 April 2020, the DTI issued MC No. 20-16 modifying MC No. 20-08 to allow other manufacturing activities and products for delivery.

DOF and DTI release guidelines on the operations and incentives for enterprises engaged in the production of healthcare equipment and supplies 

  • On 01 April 2020, the Department of Finance (DOF) and the DTI released guidelines for enterprises engaged in the manufacture and distribution of medicines, medical supplies, and their related raw materials to receive incentives and ensure the availability of these essential goods.

Advisory on BOI Accreditation Process 

  • On 15 April 2020, the Board of Investments (BOI) released the accreditation process for covered enterprises engaged in the production and distribution of healthcare equipment and supplies. This is pursuant to the Republic Act No. 11469.

Travel Related Concerns 

DFA Public Advisory on the Continued Suspension of Consular Operations in Luzon due to the Extended ECQ 

  • On 14 April 2020, the Department of Foreign Affairs (DFA) released a Public Advisory that it will continue to suspend its operations in its Consular Offices in Luzon and Office of Consular Affairs in ASEANA Business Park in Parañaque. Suspension of operations will be until 30 April 2020 which is the last date of the extended Enhanced Community Quarantine (ECQ) in Luzon.

Travel Advisory on the General Travel Restrictions by Foreign Countries on all Travelers  

  • As of 16 April 2020, DFA updated the general travel restrictions by foreign countries on all travelers. The travel restrictions were made to prevent the further spread of COVID-19.

BOC ensures the continuous flow of goods 

  • On 14 April 2020, the Bureau of Customs (BOC) released a statement that it is implementing various measures to ensure the continuous flow of goods during the Enhanced Community Quarantine Period.

PPA MC 14-2020 Amending Memorandum Circular No. 13-2020 

  • On 07 April 2020, the Philippine Ports Authority (PPA) amended Item No. 2 of PPA Memorandum Circular 13-2020 to allow unhampered access to and from the ports for truck drivers and helpers.
